Sand City Councilmember Kim Scudder being sworn in

Sand City Councilmember Kim Scudder is sworn in at a meeting on Feb. 17.

Following the resignation of former Sand City City Councilmember Elizabeth “Libby” Sofer at the end of 2025, the council appointed Kim Scudder to take over the remainder of Sofer’s term at the governing body’s meeting on Tuesday, Feb 17. 

“Ms. Scudder is a critical thinker and can prioritize and execute action plans,” says Sand City Mayor Mary Anne Carbone. “In the time I have known Ms. Scudder, I have observed her to be open-minded, she has a calm demeanor and is very anxious to contribute to the City Council position. She is aligned with the direction that Sand City is moving in, and she loves her city.”

In December 2025, Sofer informed her fellow council members and City Manager Vibeke Norgaard that she would resign on Dec. 31, 2025, citing the high cost of living in the area. “It has become untenable financially for me to remain in Sand City,” she wrote to the council. 

“The City Council went through a careful process to appoint Scudder to former councilmember Sofer’s seat,” says Norgaard. “After declaring her seat vacant, the City received three applications from residents who wanted to be considered for the appointment, all of whom were well qualified." 

Carbone explains that on Feb. 3, all the candidates gave excellent presentations but the Council agreed that Scudder “rose to the top.”

“She has had experience working with multidisciplinary teams that serve diverse populations, working with analysis and risk assessment," Carbone says.

Scudder’s appointment will last until Dec. 31, 2026, when the seat will be filled by the winner of the upcoming election. Carbone says that she sent all the residents who took the time to apply for the position a thank you letter and encouraged them to run for the seat this fall.
