The FDA has issued a safety notification for former patients of the Mammography Center of Monterey.

The Mammography Center of Monterey, already in trouble with the Monterey County District Attorney's Office for failing to provide timely test results to patients, was also found not in compliance with the U.S. Food and Drug Administration, resulting in a safety notification for former patients issued on Aug. 28.

The FDA is recommending that women who had mammograms performed at the facility on or after Dec. 22, 2023 either have their results reviewed by a certified facility to determine if more follow up is needed, or have a certified facility perform a new mammogram.

The reason for the recommendation is that MCM failed what's called an Additional Mammography Review by the American College of Radiology, which revealed "severe" quality issues with some images produced at MCM. 

Some women never received their results, even after months, in which case the FDA is recommending they have a new mammogram if they have not had one done since their mammogram at MCM.

According to the FDA notification, the agency, along with the American College of Radiology, received multiple consumer complaints about MCM last year stating that the facility failed to provide written mammography reports within 30 days of the exam.

After the ACR sent multiple notifications last fall to MCM without a response, the ACR revoked MCM's accreditation on Dec. 17, 2025.

FDA officials inspected MCM's offices on Cass Street in Monterey on Dec. 16, resulting in the revocation of its Mammography Quality Standards Act status on Dec. 22, which meant MCM could no longer legally perform mammograms. 

The FDA also notified MCM's owner, Randeep "Rod" Singh, that MCM would have to undergo the additional review to determine the quality of the mammograms performed there. On June 11, ACR notified MCM that it had failed that review.

MCM was ordered to notify at-risk patients of the possible problems with the quality of their images. As of Aug. 28, Singh had not complied with the FDA's order. 

Singh has also failed to respond to repeated notifications from the DA's Office, which filed a civil suit against the center and Singh in February. On July 2, a default judgement was filed against Singh by Monterey County Superior Court Judge Susan Matcham. It includes over $1 million in penalties and restitution. Singh resides in England, making collecting from him difficult.
