The city of Pacific Grove may retool its program allowing homeowners to rent out their properties through websites like VRBO and Airbnb.
At Wednesday's meeting, City Council will consider an agenda report on a potential 45-day moratorium on new transient occupancy licenses.
According to that report, applications for short-term rental permits have increased citywide, spurring complaints. A pause in permitting, the report states, would allow time to review whether the city's short-term rental law is affecting residential neighborhoods and whether it's in line with the city's general plan.
Other issues on the agenda:
-The council may reject or direct staff to modify a streamlined permitting process for small rooftop solar projects.
-Acceptance of a $100,000 grant from the Monterey Peninsula Water Management to support a city effort to re-route stormwater and dry-season runoff to the Monterey Regional Water Pollution Control Agency's wastewater treatment plant.
-Authorizing a contract with PERC Water as the design-build firm for the Pacific Grove Local Water Project, with a maximum payout (for design, construction, equipment, optional items and contingencies) of almost $7.7 million.
-An update on a proposed fiber-optic Internet system with SiFi Networks. One of the council's two options is to do nothing, ending 16 months of talks with provider SiFi Networks. The other is to provide alternate direction to staff.
-A discussion of the city's CalPERS payments. Staff is recommending a resolution to accept the city's recent annual pension payment hike of more than $1.2 million, but to inform the California Public Employee Retirement System that "any and all future increases will be rejected until and unless an agency employee or official meets with representatives of the City Council and staff to explain and justify those increases and allows the City to explain the effect such increase will have on the city’s budget."
