Controversial city administrator Jason Stilwell is out in Carmel.

Carmel Mayor Jason Burnett won't yet say if Stilwell was fired or if he resigned. "We will have more to say tomorrow evening," he says. "I can't get ahead of the process."

The announcement came tucked in a Carmel City Council agenda for a special meeting on Oct. 1, sent out by email at 5:23pm:

"Item 5.B: Authorize the Preparation of a Transition and Release Agreement for City Administrator."

Then:

"Item 5.C: Authorize the Appointment of the Interim City Administrator."

After months of residents calling for Carmel City Administrator Jason Stilwell's job, the message seems to have finally gotten through to city council, although for now, it's not being disclosed if Stilwell resigned, or was fired.

"The agenda speaks for itself," Carmel Mayor Jason Burnett says. "We will have more to say tomorrow evening."

Stilwell's tenure with the city was marked by much upheaval and drama at City Hall: Since he came to his job with the city in 2011, 12 city employees have either been fired, quit or put on paid leave.

The most recent was former administrative services director Susan Paul, whom Stilwell hired, and who was also the subject of great controversy: She was known as a "hatchet person" in her position as HR manager for the Santa Barbara County, and a hostile workplace suit was settled by that county during her tenure.

The city has also been exposed to considerable litigation since Stilwell and Paul came on: IT manager Steve McInchak, who has been on paid leave for over a year, and former Building Official John Hanson, who worked for the city for almost 25 years before he was let go in 2013, both have lawsuits against the city.

The Oct. 1 special meeting will commence at 5:30pm in closed session, and will open to the public at 7pm.
