Pacifica Senior Living found to be in violation for attempting to evict 96-year-old woman.

Two allegations against Pacifica Senior Living for attempting to evict 96-year-old Jean Jacques from a Pacific Grove facility in August have been substantiated by the California Department of Social Services, according to a letter sent on Oct. 16.

Jacques moved into what is now called Pacific Grove Senior Living in 2012 when it was owned by California-Nevada Methodist Homes. She paid a $249,000 entrance fee with the promise of being cared for until the end of her life, even after her savings ran out. She paid $5,000 a month for 16 years, at which point her funds were depleted.

Pacifica purchased the facility in 2022, changing the name from Forest Hill Manor to Pacific Grove Senior Living. The for-profit company was required by the California Attorney General's Office to honor all contracts.

Despite that requirement, management issued Jacques a three-day eviction notice on Aug. 16, claiming she owed $109,000 in back rent and fees.

The Weekly published her story on Aug. 22 and was featured on local TV news. On Aug. 30 the story went viral around the world and within hours on the same day Pacifica officials reversed their decision.

Bob Sadler of the P.G. Senior Living residents association filed a complaint with DSS over the episode. On Oct. 16 he was informed that both allegations—that the staff unlawfully evicted Jacques and that they were not abiding by her original agreement—had been substantiated "and corrective action has been initiated."

What that action entails is not yet known. A DSS spokesperson says by email that they cannot comment as the investigation is still ongoing.
