Meet the King City cops embroiled in towing scandal.

Following are the charges filed Tuesday against six King City police officers and one civilian; two of the officers, as well as the department's former chief, the current chief and the current chief's brother, are all charged in connection with a scheme in which King City residents—most of them low-income and Latino—had their cars impounded by the King City P.D. It's alleged Sgt. Bobby Carrillo alone seized 200 cars, and swung 87 percent of the towing and impound business toward Miller's Towing, a tow-company owned by the brother of Acting Police Chief Bruce Miller.

When the owners couldn’t pay the towing and impound fees, the cars were often then given or sold for very little to the accused police officers, who in turn often sold them and pocketed the cash.

In addition, two other officers are charged with offenses not related to the towing scheme. Officer Mark Allen Baker is accused with threatening a citizen with great bodily injury, and Officer Jaime Andrade with possession of an assault weapon and illegal storage of a firearm.

The charges are as follows:

Sgt. Bobby Javier Carrillo: Penal Code section 182 (a) (1)—Conspiracy to commit a crime, Penal Code section 68—accepting a bribe; Penal Code section 67—bribing an executive officer.

Acting Chief Bruce Edward Miller: Penal Code section 68—Accepting a bribe.

Brian Albert Miller, Miller’s Towing: Penal Code section 182 (a) (1)—Conspiracy to commit a crime; Penal Code section 67—Bribing an executive officer.

Former Chief Dominic "Nick" David Baldiviez: Penal Code section 504—Embezzlement by public officer.

Mario Alonso Mottu, Sr.: Penal Code section 504—Embezzlement by public officer.

On separate charges not related to the bribery or embezzlement:

Officer Jaime Andrade: Penal Code section 30605 (a)—Possession of an assault weapon; Penal Code section 25200(a)—Illegal storage of a firearm.

Officer Mark Allen Baker: Penal Code section 422(a)—Criminal threats.
