I read your article on Seaside County Sanitation District’s (SCSD’s) intention to expand its sewer collection service area (“Seaside and Marina agencies both want dibs on Ford Ord wastewater,” Feb. 5-11). As you note, the Marina Coast Water District (MCWD) is obligated to provide water and sanitary sewer service in the Ord Community under an agreement with FORA. The agreement does not provide MCWD the right to serve this area after the possible dissolution of FORA in 2020. Therefore, MCWD and the SCSD have agreed to work together on presenting a possible solution to the Local Agency Formation Commission (LAFCO) for providing sewer collection service to the Ord Community.
City of Seaside is not the primary party to the expansion plans. It is the sewer district, the SCSD, which currently provides service to the City of Seaside that would like to expand its service area into a portion of Seaside within the Ord Community. Neither the City of Seaside nor the SCSD desire to retain rights to the wastewater generated within the proposed annexation area. Wastewater collected by the SCSD is transferred to the treatment plant operated by the Monterey Regional Water Pollution Control Agency (MRWPCA). All rights to the wastewater transferred from the SCSD to the MRWPCA are transferred with the wastewater. There is no reason to believe that SCSD’s proposed expansion into the Ord Community would hamper development within Marina’s portion of the Ord Community. John Dunn | via Web
