The decaying Army barracks near the intersection of Imjin Parkway and Second Avenue in Marina were demolished more than five years ago, making way for future development.
A gas station is currently under construction on the property, and two hotels are also planned.
However, six dilapidated structures remain in the area, located above the Imjin Office Park.
The Marina City Council took a step toward demolishing the barracks, declaring the 1.3-acre property as surplus on Feb. 18.
The city, which owns the property, is not using the land. Before it sells it, it must declare it surplus, according to the California Surplus Land Act, and advertise it to housing developers who may be interested.
Marina must now give a 60-day notice period for developers to state their interest. If developers do, the city then needs to negotiate for at least 90 days, giving priority to proposals that include at least 25 percent of the units as affordable.
The council has the final say over any sale or lease of the property.
